After the letter 'l', a single 'u' can be pronounced either as 'oo' in 'pool', or as the German umlaut 'ue'. To indicate when the 'u' is spoken as umlaut, a 'v' is often substituted for the 'u'.

Be aware that before a first, second, and fourth tone, a third tone is spoken only as half a third tone, which sounds more similar to a fourth tone than a full third tone.
